UniSat: Using OP_CLTV to create time locks to enhance the transparency of the ecological treasury

ChainCatcher message, UniSat announced on platform X that it is using OP_CLTV to create a time lock to ensure the allocation of funds for the Fractal ecosystem treasury and community grants over the next 10 years, aiming to ensure:
- Funds cannot be transferred prematurely;
- A maximum of 10% of the payments can be made each year and executed on-chain.
